Issue with Config file when I open "Options File" (7 replies)

Error message reads :

UnicodeDecodeError: 'charmap' codec can't decode byte 0x9d in position 4313: character maps to <undefined>

I tried re-installing just for fun but something won't let me change the configuration file.
